What Will September Bring?

The talk around Washington is that this September is when the rats start jumping off of the sinking U.S.S. George W. Bush. There's not much of the once mighty warship above the water now, but the rats are holding on. It's easy to hold on when you've got nowhere else to go.
"Many of my Republican colleagues have been promised they will get a straight story on the surge by September," said Sen. Gordon Smith (R-Ore.). "I won't be the only Republican, or one of two Republicans, demanding a change in our disposition of troops in Iraq at that point. That is very clear to me."
We'll see about that, but Sen. Smith is not up for re-election anytime soon and he can afford to be a little more independent. It will come down to how solid each and every congressman and senator is in his district. If he is in red district in a red state, he's going all the way with Bush. He's has nowhere else to go.

Where the movement will be is in the northeast and northwest where all the republicans are feeling the heat. They may very well have to jump the ship if they want to be re-elected.

Here's the thing, though. Let's just say that the democrats and their future allies in the other party come up with enough votes to over-ride Mr. Bush's veto. What's the scenario then?

His track record is that he will sign the bill but make a signing statement that the bill violates his constitutional war powers. He will then create possibly the biggest constitutional crisis in history.

There is nothing to indicate that Bush will give in to any attempt to end this Iraq fiasco and he seems to think that his power supercedes that of the congress. There is this in the Boston Globe:
Since taking office in 2001, President Bush has issued signing statements on more than 750 new laws, declaring that he has the power to set aside the laws when they conflict with his legal interpretation of the Constitution. The federal government is instructed to follow the statements when it enforces the laws.
If it comes to this then the congress will have few options. Of course one of those options will be impeachment.

Can anyone see a situation where Bush will give in and pull the troops out of Iraq? I honestly can't. One of three things will happen:
  1. The surge will work in a manner recognized by most people.
  2. The situation will remain basically the same until January, 2009.
  3. Bush will be impeached.

I can't see Bush pulling the troops out either. Condi Rice was on TV yesterday (I think the Charlie Rose show) and basically said the same thing. She implied we would be in Iraq for a long time. Rose asked if she meant forever and she skirted the issue and refused to answer straight.

The Republicans can start jumping ship in September, but the bottom line for me is that they blessed Bush's war in Iraq and they've continued to bless it. Changing their tune now that an election is impending just doesn't cut it.

Bush has already said that the next president will bring the troops home. I think to get them home before 2009 we will have to impeach Bush and Cheney.

Bush will be impeached.

And then will issue himself a pardon retroactive to his birth.

I like your opening metaphor, and whenever they jump ship, I hope they drown, metaphorically speaking of course. We need to take control of our own democracy and impeach this authoritarian wanna-be.
