An internal investigation uncovers millions of dollars wasted on such necessary items as plants, decorative items and extravagant kitchenware. Interestingly out of 146 arrests they only had 43 convictions but they must have had deep pockets because the report indicates they recovered $106 million on $18.5 million of identified misuse of funds.

The conventional wisdom on cash handlers says that a drawer that's over is more suspicious than one that comes in short. Using that criteria one has to wonder how much corruption they didn't uncover.
