Kelly Garrett, writing from the Mexican side of the border, offers a cogent theory on why the Bush administration has done nothing of substance to stem the flow of migrants from Mexico and examines the human toll this "policy of semitoleration of illegal entries" exacts from the ranks of desperate and starving that take the risk.
