I'm guessing Eric Holder was speaking to some kind of kind of medical group here. The backdrop looks like part of a giant caduceus, but the framing is bit unfortunate.
Surprised no one picked up on it, except whoever posted it on Twitter. Sadly I've forgotten who that was. Maybe edroso.
