Shorter WaPo. Condi Rice announces all you Foreign Service bitches who have been complaining that our foreign policy sucks will now be sent to unfortified posts in dangerous and barbaric countries where the only way to protect your whining butts will be to call in our soldiers and propaganda teams.

It sounds like they're having trouble recruiting people to go into danger - sort of like the Army - so they take away any possibility of a promotion to senior level unless they transfer to a dangerous country.
Also, did you catch this part?

Officials said Rice plans to elevate the USAID post, giving Tobias -- a former Eli Lilly chief executive who now heads the administration's global AIDS relief program -- an office and a planning staff in the State Department. Rice will designate Tobias as having a rank equivalent of deputy secretary of state.
That lobbying sure does have its rewards!
Yeah, all those big pharma PAC contributions surely do pay off.
